So many candidates have been asking me to post the latest Government syllabus by Jamb. That is exactly what I have done. See the newly updated Jamb Government syllabus below..

The aim of the Unified Tertiary Matriculation Examination (UTME) syllabus in Government is to prepare the candidates for the Board’s examination.

JAMB Government syllabus is designed to evaluate your ability to:

  1. appreciate the meaning of government;
  2. analyse the framework and specify the institutions of government;
  3. appreciate the basic principles of democratic governance and their application in Nigeria;
  4. explain the concept of citizenship and define the duties and obligations of a citizen;
  5. appreciate the process of political development in Nigeria;
  6. evaluate the political development and problems of governance in Nigeria;
  7. understand the determinants and dynamics of foreign policy as it relates to Nigeria;
  8. assess the role of Nigeria as a member of the international community and the workings of international organizations.

Below is a detailed list of JAMB Government syllabus/Content

Part 1: Elements Of Government

1. Basic Concepts in Government

Topics:

  1. Power, Authority, Legitimacy, Sovereignty;
  2. Society, State, Nation, Nation-State;
  3. Political Processes; Political Socialization, Political Participation, Political Culture.

  • identify the fundamental concepts in governance;

2. Forms of Government:

Topics:

  1. Monarchy, Aristocracy, Oligarchy, Autocracy, Republicanism, Democracy definitions, features, merits and demerits.

  • distinguish between different forms of government.

3. Arms of Government:

  1. The Legislature – types, structure, functions, powers;
  2. The Executive – types, functions, powers;
  3. The Judiciary – functions, powers, components.

8. Principles of Democratic Government:

  1. Ethics and Accountability in Public Office, Separation of Power, Checks and Balances, Individual and Collective Responsibility, Constitutionalism, Rule of Law, Representative Government.

  • identify the principles of democratic government;
  • determine the application of these principles;

9. Processes of Legislation:

  1. Legislative Enactments – acts, edicts, bye-laws, delegated legislation, decrees.

  • analyse the processes involved in the making of laws.

10. Citizenship:

  2. Citizenship rights;
  3. Dual citizenship, renunciation, deprivation;
  4. Duties and obligations of citizens;

11. The Electoral Process:

  2. Election – types, ingredients of free and fair election;
  3. Electoral System – types, advantages and disadvantages of each;
  4. Electoral Commission – functions, problems.

  • distinguish the different types of franchise

  • analyse the various electoral processes.

12. Political Parties and Party Systems:

Part 2: Political Development In Nigeria

1. Pre – colonial Polities:

  1. Pre-jihad Hausa, Emirate, Tiv, Igbo, Yoruba
    • a. Their structural organization;
    • b. The functions of their various political institutions.

Candidates should be able to:

  • appreciate the effectiveness of the pre-colonial political systems;
  • compare pre-colonial systems of governance.

2. Imperialist Penetration:

  1. The British process of acquisition – trade, missionary activities, company rule, crown colony, protectorate;
  2. The British colonial administrative policy – direct and indirect rule;
  3. The French colonial administrative policy – assimilation and association;
  4. Impact of British colonial rule- economic, political, socio-cultural;
  5. Comparison of British and French colonial administration.

  • trace the processes of imperialist penetration;
  • assess the impact of British and French policies;

3. Process of Decolonization:

  1. Nationalism – Meaning, Types;
  2. Nationalist Movements – emergence, goals, strategies;
  3. Nationalist Leaders – Herbert Macaulay, Nnamdi Azikiwe, Obafemi Awolowo, Ahmadu Bello, Ladipo Solanke, Aminu Kano, J. S. Tarka, Tafawa Balewa and others;
  4. Emergence of nationalist parties;
  5. Influence of external factors.

9. The Structure and Workings of Nigerian Federalism:

  4. Problems of Nigerian Federalism – census, revenue allocation, conflicts etc. solutions e.g. Federal character, etc.

  • evaluate the corrective measure adopted.

10. Public Corporations and Parastatals:

  1. Definition, types, purpose and functions;
  2. Finance, control and problems;
  3. Deregulation, privatization, commercialization – objectives, features, merits and demerits;
  4. Comparison between public corporations and parastatals.

  • assess the economic importance of privatization and commercialization.

11. Local Government:

  1. Local government administration prior to 1976;
  2. Features of local government reforms (1976, 1989) – structure, functions, finance and inter-governmental relations;
  3. Traditional rulers and local governments;
  4. Problems of local government administration in Nigeria.

  • trace the evolution and structure of local government;
  • identify the major problems faced by local governments.

12. The Military in Nigerian Politics:

  1. Factors that led to military intervention;
  2. Structure of military regimes;
  3. Impact of military rule – political, e.g creation of states, introduction of unitary system (Unification Decree NO. 34) etc. economic, e.g SAP, etc.
  4. Processes of military disengagement.

Part 3: Foreign Policy & Nigeria’s relations With The International Community

2. Nigeria’s Foreign Policy:

  3. Nigeria’s Non-Alignment Policy.

3. Relations with African Countries:
